Walford City Council Proceedings Regular Meeting March 10th, 2014Meeting was called to order at 7:00 p.m., by Mayor Mark Carter.Roll Call: Goodwin, Hoskins, Kane, and Plogman were present. Huber was absent.Hoskins moved approval of the agenda as posted, seconded by Kane. Roll Call: Ayes: 4. Motion Carried.Kane moved approval of the February 28th, 2014 Treasurer’s Report, seconded by Hoskins. Roll Call: Ayes: 4. Motion Carried.Kane moved approval of the minutes from February 10th, 2014 as posted and published, seconded by Plogman. Roll Call: Ayes: 4. Motion Carried.Goodwin moved approval of the March Expenditures, seconded by Kane. Roll Call: Ayes: 4.Motion Carried.Resident was present to inquire about the adoption of a chicken ordinance.A Public Hearing was held at 7:23 p.m. regarding FY 14/15 Budget Estimates.No written or oral objections were received.Plogman moved to close the hearing at 7:25 p.m., seconded by Goodwin. Roll Call: Ayes: 4.Motion Carried.Hoskins introduced Resolution No. 3-14-1 approving the FY 14/15 Budget Revenues and Expenditures as published, seconded by Kane. Roll Call: Ayes: 4. Motion Carried.Goodwin introduced Resolution No. 3-14-2 approving the attachment of Liens to delinquent to sewer/garbage accounts, seconded by Plogman. Roll Call: Ayes: 4. Motion Carried.Kane introduced Resolution No. 3-14-3 rescheduling April Regular meeting from Monday April 14th, 2014, to Monday April 7th, 2014, seconded by Goodwin. Roll Call: Ayes: 4. Motion Carried.Kane moved approval of the Walford BP Class C Beer/Sunday Sales Permit /Wine addition, seconded by Hoskins. Roll Call; Ayes: 4. Motion Carried.Ron Gann of the Park and Recreation Board was present to report on the following: Purchase of baseball/softball jerseys, hats and equipment. Girls Softball coaches needed. Forms are available at the Post Office, Bank and City Clerk’s Office, annual Easter Egg Hunt at the park with Central State Bank will be Saturday April 12th.Walford Garage Sales to be Saturday May 10th. Garbage Amnesty Day will be Tuesday May 20th.Other areas of discussion included but not limited to the following: GSTC street light, Flow meter repair, garbage contract, landfill commission by laws, DOT turn lane with BP, and Benton Development Group funding.Kane moved to adjourn the meeting at 8:04 p.m., seconded by Plogman.
