Regular Meeting April 8th, 2013Meeting was called to order at 7:00 p.m., by Mayor Mark Carter.Roll Call: Goodwin, Hoskins, Kane, and Plogman were present. Huber was absent.Kane moved approval of the agenda as posted, seconded by Hoskins. Roll Call: Ayes: 4. Motion Carried.Kane moved approval of the March 31st, 2013 Treasurer's Report, seconded by Plogman. Roll Call:Ayes: 4. Motion Carried.Kane moved approval of the March 11th, 2013 minutes as posted and published, seconded by Hoskins. Roll Call: Ayes: 4. Motion Carried.Goodwin moved approval of the April Expenditures, seconded by Kane. Roll Call: Ayes: 4.Motion Carried.Resident, Larry Wilkinson was present with questions regarding installation of solar panels and encouraged Council to review the Wind Energy Conversion Ordinance.A Public Hearing was held at 7:16 p.m., regarding Garbage Collection Rate Increase.Resident, Bob Zobeck was present with questions regarding the proposed increase.Mayor Carter explained increase due to Benton County Landfill capping cost increase.Hoskins moved to close the Public Hearing at 7:28 p.m., seconded by Goodwin. Roll Call: Ayes: 4.Motion Carried.Kane introduced Ordinance No. 195 amending the Walford Code of Ordinances 2012 Chapter 106, Section 106.06 Garbage Collection Rate from $19.00 to $22.00 per month on its first reading, seconded by Goodwin. Roll Call: Ayes: 4. Motion Carried.Kane moved to waive second and third readings of Ordinance No. 195 Garbage Collection Rate, seconded by Goodwin. Roll Call: Ayes: 4. Motion Carried.Hoskins moved for Final Adoption of Ordinance No. 195, seconded by Kane. Roll Call: Ayes: 4. Motion Carried. Increase effective July 1, 2013.Plogman moved approval of the 2013 L.L. Pelling Seal Coat Proposal with additions, seconded by Kane. Roll Call: Ayes: 4. Motion Carried.Benton County Development Group funding was tabled.Mayor and Council reviewed FY 12/13 Budget amendment estimates.Goodwin moved to set Budget Amendment Public Hearing date of Monday May 13th, 2013, seconded by Hoskins. Roll Call: Ayes: 4. Motion Carried.Amy Ellis, of the Park and Recreation Board was present to report on the following programs: Prairie Point Community Service project April 26th, Fireworks Saturday June 8th, baseball/softball registrations, and diamond light repairs. Minutes received and placed on file.Other areas of discussion included but not limited to the following: Low turnout for golf cart permit/ inspection day, speeding cars, city hall sign, crack seal work, and Clerk attending IMFOA Conference.Kane moved to adjourn the meeting at 7:52 p.m., seconded by Plogman.
