Regular Meeting July 8th, 2013Meeting called to order at 7:00 p.m., by Mayor Mark Carter.Roll Call: Goodwin, Hoskins, Huber, Plogman were present. Kane was absent.Huber moved approval of the agenda as posted, seconded by Plogman. Roll Call: Ayes: 4.Motion Carried.Plogman moved approval of the June 30th, 2013 Treasurer's Report, seconded by Hoskins. Roll Call: Ayes: 4. Motion Carried.Hoskins moved approval of the minutes from June 17th, 2013 as posted and published, seconded by Goodwin. Roll Call: Ayes: 4. Motion carried.Goodwin moved approval of the July Expenditures, seconded by Hoskins. Roll Call: Ayes: 4.Motion Carried.Residents were present to voice concerns with runoff from farm field. Mayor addressed issues withIowa drainage Law.Resident was present to inquire about portable shed.Huber moved approval of the June 30th, 2013 State Outstanding Obligation Report, seconded by Plogman. Roll Call: Ayes: 4. Motion Carried.Plogman introduced Resolution No. 7-13-1 approving attachment of liens and possible small claims for delinquent sewer/garbage accounts, seconded by Huber. Roll Call: Ayes: 4. Motion Carried.Huber moved approval to recommend to the Benton County Board of Supervisors for Landfill operations, option 1 as presented as an 28E Agreement with a Commission governing, seconded by Hoskins. Roll Call: Ayes: 4. Motion Carried.Hoskins moved authorization of Mayor to proceed with the Linn County Solid Waste Application, seconded by Goodwin. Roll Call: Ayes: 4. Motion Carried.Amy Ellis of the Park and Recreation Board was present to report on the following: Ball Season finished, purchase and replacement of trees and bushes at various park locations.Other areas of discussion included but not limited to the following: Sewer Plant repairs due to lighting strike, diamond light repairs moving forward, Clerk attending Academy and serving on IMFOA Certification Board.Huber moved to adjourn the meeting at 8:07 p.m., seconded by Goodwin.
