Walford City Council ProceedingsRegular Meeting Monday August 13th, 2018Meeting was called to order at 7:00 p.m., by Mayor Bill Voss.Roll Call: Bergmeier, Huber, Kane, and Pegump. Voss was absent.Kane moved approval of the agenda with addition of report from Fire Chief Mike Sankot and presentation from ION Environmental Solutions, seconded by Bergmeier. Roll Call: Unanimous.Huber moved approval of the July 9th and July 30th, 2018 minutes as posted and published, seconded by Kane. Roll Call: Unanimous.Pegump moved approval of the July 31, 2018 Treasurer’s Report, seconded by Bergmeier. Roll Call: Unanimous.Bergmeier moved approval of the August Expenditures, seconded by Huber. Roll Call: Unanimous.Fire Chief, Mike Sankot was present to report on the following subjects: Siren operation options and fire coverage plan for the HWY 151 viaduct (closure) project. Project scheduled for April 2019.Council choose to remain with current siren operations.Tim McCleary of ION Environmental Solutions was present to explain and offer services for wastewater.Linn County Deputy Speth was present to give monthly report.Pegump moved approval of the temporary closure of D Street NE for Knapp Creek Addition block party on Saturday August 25th, 2018, seconded by Huber. Roll Call: Unanimous.Bergmeier introduced Resolution No. 8-18-1 approving the Annual IDOT Road Use Tax Report for FY 17/18, seconded by Pegump. Roll Call: Unanimous.Kane introduced Resolution No. 8-18-2 approving the rescheduling of the September Regular meeting form Monday September 10th to Monday September 17th, 2018, seconded by Bergmeier. Roll Call: Unanimous. Bergmeier introduced Ordinance No. 211 amending the Walford Code of Ordinance 2017 by amending Chapter 99, Section 99.02 that being Sanitary Sewer Rates on its Second Reading, seconded by Kane. Roll Call Unanimous.Ordinance increases Sanitary Sewer Rates.Huber introduced Ordinance No. 213 amending the Walford Code of Ordinance 2017 by amending provisions pertaining to Traffic Regulations adding New Subsection 161, 321.449B on its First Reading, seconded by Pegump. Roll Call: Unanimous.Bergmeier moved to waive the Second and Third Readings of Ordinance No. 213 amending the Walford Code of Ordinances 2017 by amending provisions pertaining to Traffic Regulations adding New Subsection 161., 321.449B, seconded by Kane. Roll Call: Unanimous.Ordinance corrects Benton County Court Clerk to City Clerk.Discussion was held regarding dates and hours of the Fireworks Ordinance. No changes at this time.Discussion was held regarding adoption of electrical and plumbing codes. No adoption of codes at this time, Walford to remain under state jurisdiction for electrical and plumbing inspections.Bergmeier moved approval of the transfer of General and Sewer Fund 6-month CD’s into 13-month CD’s, seconded by Kane. Roll Call: Ayes: Bergmeier, Kane, Huber. Abstain: Pegump.Discussion regarding the resignation of Rick Fuller and the immediate need for a Sanitary Sewer Licensed Grade III operator. City now accepting applications with resume until September 7th, 2018.Kane introduced Resolution No. 8-18-3 approving emergency funding for the temporary Sanitary Sewer Plant Operator, seconded by Huber. Roll Call: Unanimous.Mayor Voss proclamation of September 7th, 2018 the “13th Annual Five Seasons Stand Down Day.”Planning and Zoning Commission meeting minutes from July 23, 2018 received and placed on file.Park and Recreation Board minutes received and placed on file.Other areas of discussion included but not limited to the following: 2nd Street S. street project, Electronic Evolis Speed sign, City Clerk vacation, Clerk attendance to the league conference, Nixle 360 community notification systems, garbage service, and retainage pond ground.Garbage and yard waste collection will be on time for the Labor Day Holiday.Kane moved to adjourn the meeting at 8:25 p.m., seconded by Pegump.
